Cabinet Reshuffle: Mmamoloko Kubayi Takes on Role as Justice Minister, Thembi Nkadimeng Moves to Human Settlements

Pretoria – The contentious appointment of Thembi Nkadimeng (formerly Simelani) as Justice Minister has come to an unexpected conclusion following President Cyril Ramaphosa’s announcement on Tuesday evening regarding a reshuffle in his GNU Cabinet.

Nkadimeng has faced allegations of potentially profiting from kickbacks associated with the now-defunct VBS mutual bank, the subject of an ongoing investigation.

In announcing the Cabinet reshuffle, President Ramaphosa stated that to ensure the Cabinet’s effectiveness in fulfilling its responsibilities and in compliance with section 91(2) of the Constitution, he has implemented the following changes to the national executive:

  • Mmamoloko Tryphosa Kubayi, currently serving as the Minister of Human Settlements, has been appointed Minister of Justice and Constitutional Development.
  • Thembi Nkadimeng, previously the Minister of Justice and Constitutional Development, has been assigned as the Minister of Human Settlements.
  • Additionally, in accordance with section 93(1)(a) of the Constitution,
  • Phumzile Mgcina has been appointed as the Deputy Minister of Mineral and Petroleum Resources, having previously served as the Deputy Minister of Labour and Employment.
  • Judith Nemadzinga-Tshabalala has been appointed as the Deputy Minister of Employment and Labour, transitioning from her prior role as Deputy Minister of Mineral and Petroleum Resources.

President Ramaphosa remarked, “The changes to the national executive are effective immediately.”

“I extend my best wishes to these members of the national executive in their new roles.”

Minister Nkadimeng has denied any misconduct related to the VBS matter.

However, she acknowledges having taken out a loan exceeding half a million rand from a company involved in the illegal investment of R349 million into VBS Mutual Bank by the Polokwane Municipality while she was mayor of the city in 2016.

Nkadimeng asserts that she has fully repaid the loan.
