Nomusa Dube-Ncube, Former KwaZulu-Natal Premier, Awarded Doctorate by UKZN
Durban – Former Premier of KwaZulu-Natal, Dr. Nomusa Dube-Ncube, was awarded her Doctor of Administration degree from the University of KwaZulu-Natal (UKZN) today, May 12, 2025.
Her vast public service experience and commitment to effective service delivery drove her to pursue this doctoral path.
Dr. Dube-Ncube stated, “I am dedicated to ensuring that government services are effective, efficient, free from corruption, and contribute to equity and improved living conditions for communities.”
Her dissertation, titled “Legislative and Institutional Arrangements for Poverty Alleviation in iLembe District Municipality in KwaZulu-Natal, South Africa,” was supervised by UKZN experts in public governance, Professor Purshottama Sivanarain Reddy and Dr. Nduduzo Ndebele.
The research examined institutional shortcomings in implementing the Poverty Eradication Master Plan in the iLembe District, KwaZulu-Natal.
This area was especially significant to her, as it ranks as the second-poorest district in the province according to census data and research conducted by the KwaZulu-Natal Government under its Provincial Growth and Development Plan.
The findings revealed that the Poverty Alleviation Master Plan, designed to support disadvantaged communities, has failed to create sustainable change due to rigid institutional frameworks.
Furthermore, it highlighted that the centralized decision-making process is inadequate, as local communities and municipalities lack the empowerment to manage projects independently.
The study indicated that although multiple government bodies execute poverty alleviation programs, community ownership is often missing, resulting in perceptions of these initiatives as external rather than resources for local empowerment.
It advocates for a grassroots approach to ensure community engagement in poverty eradication strategies while providing assistance to provincial and local municipalities.
The research also calls for adequate financial resources and effective evaluation systems to guarantee substantial project impacts.
Reflecting on her achievement, Dr. Dube-Ncube remarked, “I feel relieved and inspired to have achieved so much in my life.”
“I hope my success will motivate others, especially the youth, to recognize the importance of academic accomplishments.”
As a committed scholar, she plans to share her research findings with various institutions, engage with stakeholders at academic conferences, and take on lecturing roles.
Dr. Dube-Ncube has already started presenting her findings at the 2024 SAPPAM Public Service Conference and other important venues.
Grateful for the support she received throughout her academic journey, she expressed, “I am thankful to my country, its leadership, and my organization, the ANC, for their substantial investment in me.”

Praising the former Premier for her scholarly accomplishments, Professor Reddy commented: “Dr. Nomusa Dube-Ncube has strong connections with the University, School, and Discipline, having also earned her Master of Public Administration at UKZN.
“Despite the demands of her political career, she successfully completed her doctoral research, and we extend our heartfelt congratulations and best wishes for her future endeavors in politics.”
Currently, Dr. Dube-Ncube serves as a member of the African National Congress (ANC) KwaZulu-Natal Provincial Task Team, where she is the Deputy Task Team Coordinator.
This 66-member team was established to restore and enhance the ANC’s presence in KwaZulu-Natal following a decline in electoral support after the 2024 general elections.
Dr. Dube-Ncube is confident that her new academic qualification will positively influence any future roles she undertakes.
She encourages senior public administrators to pursue postgraduate education, stressing that such qualifications provide public servants with essential tools for informed, evidence-based decision-making.
“Postgraduate education equips government with data, ensuring financial and human resources are allocated based on comprehensive qualitative and quantitative analysis instead of decisions driven by personal preferences or pressure groups,” she stated.
Dr. Dube-Ncube holds a Master of Public Administration and three diplomas—in Public Management, Management and Leadership, and Training and Development.
She boasts a distinguished career in public service across both political and administrative domains.
She has served a term as South Africa’s Ambassador in the Czech Republic.
Her portfolio includes roles as Member of the Executive Council for Co-operative Governance and Traditional Affairs, Treasury, Economic Development, Tourism, and Environmental Affairs.
In 2022, she made history by becoming the first female Premier of the KwaZulu-Natal provincial government, a position she held with distinction until 2024.
Dr. Dube-Ncube has also held a legislative position, notably as Chief Whip of the KwaZulu-Natal Legislature.
Globally, she has contributed to various organizations, including the 911 Fund – an NGO established by former President Barack Obama post-9/11.
Additionally, Dr. Dube-Ncube co-chaired the Climate Change and Disaster Management Group, consisting of sub-national governments from various continents, where she represented Africa on climate resilience, disaster mitigation, and response issues.
