Man Taken into Custody for Drugging and Assaulting 9-Year-Old Girl Despite Being on Parole for Previous Crime

Cape Town – A 53-year-old man arrested for drugging and raping a nine-year-old girl in Hanover Park is a parolee who previously served time for a similar crime.

On Friday, May 16, 2025, the Department of Correctional Services (DCS) confirmed the parolee’s arrest concerning the alleged rape and kidnapping of the young girl.

The individual was presented in court under the name Igshaan Williams.

“However, DCS records identify him as Isaac Booi,” said DCS spokesperson Singabakho Nxumalo.

“Community Corrections officials have confirmed his identity and established he is currently a parolee under the supervision of the Cape Town Community Corrections office.”

Booi was originally sentenced on March 13, 2008, to 25 years for the rape and indecent assault of a 10-year-old child.

“After fulfilling the minimum time at Voorberg Correctional Centre, he was placed on parole on November 26, 2024,” Nxumalo stated.

“His parole was set to continue until May 22, 2044.”

Nxumalo emphasized: “Following his court appearance on May 16, 2025, the department will initiate the process of revoking his parole.”

“This process is anticipated to be completed within the mandated 14-day period, in line with DCS internal protocols.

“These circumstances are extremely concerning.”

Nxumalo indicated that the department has commenced an internal investigation to assess the effectiveness of monitoring during his parole.

Concerning this distressing case, Action Society stated: “During today’s proceedings, it was disclosed that the suspect lured the girl to his residence, offered her a sandwich, and locked the doors.

“She became drowsy after eating the sandwich.”

The accused allegedly assaulted the child while she was incapacitated.

“Another troubling aspect relates to the suspect’s real name, raising concerns about the administrative processes of the police, court, and correctional services, and whether he may have changed his name to facilitate future offenses more easily,” Action Society remarked.
