Informal Miners Block Roads, Disrupting Copper Transport in Peru

Informal miners are staging blockades that are obstructing the transport of copper from several mines in Peru, including those operated by MMG and Hudbay Minerals, sources familiar with the matter report.

Artisanal miners are mobilizing blockades in one of the largest copper-producing nations globally to push for a regulatory framework designed specifically for small-scale mining operations.

Although mining activities on-site have not been impacted by the protests, the movement of semi-processed copper from MMG’s Las Bambas and Hudbay’s Constancia has faced interruptions, as indicated by sources who wished to remain anonymous due to guidelines regarding public commentary. Representatives from both companies have not immediately responded to requests for comments.

Rising metal prices have sparked an increase in informal mining activities, which are infringing on concessions held by larger companies and threatening the development of some of the world’s most significant deposits. Conflicts between concession holders have become a pressing issue, as the government grapples with maintaining a balance.

Many small-scale miners are utilizing a temporary registry known as Reinfo, allowing them to operate while working towards formalizing their activities. This registry, extended until the end of 2025, has faced widespread opposition from the industry, which perceives these permits as mere covers for illegal operations.

Presently, a draft legislation for artisanal and small-scale mining, known as the MAPE Law, has been submitted to Congress. However, major companies are warning that the draft under consideration might inadvertently legitimize informal practices and further undermine formalization efforts.

The protesters are urging the government to extend the formalization process without any limitations.
