Seven Emfuleni Municipality Employees Arrested for Electricity Reconnection Fraud
Vanderbijlpark – Seven employees of the Emfuleni Municipality have appeared in the Vanderbijlpark Magistrate’s Court facing charges including fraud, theft, and tampering with critical infrastructure.
The seven individuals are accused of orchestrating a scheme to unlawfully reconnect electricity supplies that had been disconnected, and doing so for a fee.
Those charged, who were detained over the weekend, are 31-year-old David Seneekal, 39-year-old Caroline Smangele Maduna, 35-year-old Kenneth Zongezile Mahobe, 29-year-old Hlawutelo Baloyi, 36-year-old Pule Meshack Masilo, 48-year-old Andries Bafana Maduna, and 46-year-old Sibusiso Patrick Tshabalala.
David Senekal is the son of Freedom Front Plus Councillor Gerda Senekal, who is campaigning for the position of mayor of Emfuleni in the local government elections slated for 4 November 2026.
It is alleged that from February 2024 to June 2026, the Emfuleni Municipality disconnected electricity for businesses and individuals with overdue accounts.
The prosecution claims that the accused approached affected business owners and residents to offer reconnections for a monetary fee.
After receiving payments from the complainants, the suspects allegedly reconnected the electricity illegally and altered Emfuleni Municipality records to show a lower amount owed on the affected accounts.
Nevertheless, in the months that followed, the altered electricity accounts would mysteriously revert to their original amounts due.
However, the businesses and individuals involved remained connected due to the illegal actions allegedly taken by the accused.
Those wishing to have their electricity illegally reconnected purportedly paid varying amounts into bank accounts held by the suspects.
The total value of the electricity stolen in this manner is estimated to be around R150,000.
The situation came to light when some of their “clients,” dissatisfied with the recurrence of arrears, brought the issue to the attention of Emfuleni municipality authorities.
Following internal investigations, the municipality alerted the police, leading to the arrest of the seven individuals.
Five suspects were apprehended in a raid conducted in Vanderbijlpark on Friday, 21 August 2026.
Two additional suspects were arrested the following day, Sunday, 23 August 2026.

The court has postponed the case until 31 August 2026 for a formal bail application.
All individuals have been remanded into custody.
National Prosecuting Authority (NPA) Spokesperson Lumka Mahanjana emphasized that such offenses damage public trust and harm communities that depend on municipal services.
“The NPA is dedicated to prosecuting corruption, fraud, and crimes that compromise essential public infrastructure and service delivery,” Mahanjana stated.
She also mentioned that the NPA will continue collaborating with law enforcement agencies to ensure accountability for such crimes.
